About Wave 2

Background

  • Fisheries and Oceans Canada [DFO], is engaging stakeholders in developing an approach to identify and prioritize fish and fish habitat restoration actions, opportunities, and objectives.
  • The DFO’s initial engagement process occurred during the period [May to June 2022]. During this period, the DFO engaged stakeholders in discussions regarding its plans to identify fish habitat restoration priorities.
  • During the engagement process, the DFO sought feedback on a proposed approach to identify fish habitat restoration priorities, i.e., the issues it should consider in selecting priority restoration actions, opportunities, and objectives.
  • Several DFO sessions focused on the contributions of Indigenous peoples, partners, and stakeholders.
  • The contributions will be used to make improvements to the proposed approach for identifying fish habitat restoration priorities.[1]
 

The importance of restoration priorities

  • Identifying restoration priorities will provide additional measures to the DFO that will support the planning phase of the habitat restoration process by aligning restoration priorities to fish habitat restoration objectives.
  • Restoration priorities will provide recommendations for targeted restoration actions at the landscape and regional level that make the best use of resources to improve overall outcomes for fish and fish habitat.[2]
 

Identify Fish Habitat Restoration Engagement process

  • Using an engagement process titled WAVE 2, the DFO hosted two public sessions that were directly related to identifying fish habitat restoration priorities [see table 1 below]. These engagement sessions occurred through online technical presentations, one for the public and one that targets the indigenous community.
  • The information collected from these two technical presentations contributes to the development of a Framework to identify Fish Habitat Restoration priorities.
  • During the period May 25 to June 23, 2022, the DFO hosted other technical presentations that are in some way related to fish habitat restoration [see table 1]. These presentations will help to inform NWAC’s approach to identifying fish habitat restoration priorities.

Linking Wave 2 to Wave 1

Wave 2 is a continuation of the previous engagements undertaken in Wave 1. Wave 1 engagements focussed on four key areas:

  1. Guidance on the Consideration of Cumulative Effects on Fish and Fish Habitat.
  2. Prescribed Works and Water Regulation.
  3. Offsetting and Habitat Banking Policy; and
  4. Codes of Practice – Interim and New.[3]

In line with the major objectives of the Framework for Identifying Fish Habitat Priorities, NWAC engaged indigenous communities to identify, objectives and opportunities related to fish habitat restoration and to identify priority action for habitat offsetting and banking. NWAC’s engagement with the Indigenous community involved three data collection activities:

  1. Virtual Round table discussions
  2. One on one interviews and
  3. Surveys
 

Purpose of the engagement:

The engagement is intended to understand from the perspectives of the indigenous community drivers and issues related to fish habitat degradation. Understanding these issues will serve as an entry point for identifying priority action for fish habitat restoration.

 

Target audience:

All three data collection methods will target [1], indigenous leaders, particularly, leaders that can offer a strong gendered perspective on fish habitat protection [2], indigenous professional involved in fish and fish habitat management [3], representatives of fish and fish habitat associations and [4], indigenous knowledge keepers, e.g., spiritual leaders.
